U.S. Intelligence agents are working to determine the authenticity of a video posted online Tuesday appearing to show the beheading of 42-year-old Foley, who was kidnapped in Syria two years ago while on assignment for news agency GlobalPost. In the video, a man claiming to be Foley is seen kneeling beside an armed jihadist clad in black and delivering a statement condemning U.S. action in Iraq and declaring the U.S. government his “real killers”.

“For what will happen to me is only a result of their complacency and criminality,” Foley says. “I wish I had more time. I wish I could have the hope of freedom of seeing my family once again, but that ship has sailed. I guess all in all, I wish I wasn’t American.”

Moments later, the figure in black draws a knife and delivers another statement citing recent American airstrikes in Iraq as the reason for Foley’s death. He then addresses President Barack Obama directly, saying “any attempt to deny the Muslims their right to live in safety under the Islamic caliphate will result in the bloodshed of your people.”

The man believed to be Foley is then killed before another American journalist, Steven Sotloff, is brought on screen. Again addressing President Obama, the man in black says, “The life of this American citizen depends on your next decision.”

In a written statement to reporters, Caitlin Hayden with the White House National Security Council expressed outrage at the killing and condolences for Foley’s family. President Obama has yet to issue a statement in response to the video and the threat against Sotloff.
